LUIS FRANCISCO CERCÓS GARCÍA, Building Engineer (2011) and diplomaed in Architecture from the Universidad Camilo José Cela de Madrid (2007), Master in Restoration and Rehabilitation of Cultural Heritage by the Universidad de Alcalá (1997), and Technical Architect by the Universidad Politécnica de Madrid (1991). He studied History at the Universidad Nacional de Educación a Distancia (UNED) between 2000 and 2004.
Founder and Managing Director of LC-Architects (http://www.lc-architects.blogspot.com/), and co-Director of “Cabas & Cercós Arquitectos” (2008-2011). He is currently PROJECT MANAGER and Execution Director for the rehabilitation of the Palacio de la Música [Music Palace] in Madrid (€20,706,000. June, 2010 – December, 2012) in order to transform it into a multi-purpose concert hall. In 2010 the project “Centro Tecnológico de Audiovisuales” [“Audiovisual Technology Center”], designed and managed together with Miguel Ángel Cabas was selected among more than 9,000 submitted projects as one of the best 8 buildings of the Local Development Plan (2010 Zapatero Plan), and this meant the incorporation of La Solana (Royal City) to the list of Cities of Sciences and Innovation (only 30 towns) from the Ministry of Sciences and Technology - Government of Spain.
Since 1992, most times together with other colleagues, he has designed, managed, supervised, and/or executed more than three hundred interventions in the architectural heritage or on cultural assets.
Corresponding Member in Madrid (Architecture Section) of the Royal Academy of Fine Arts of San Luis de Zaragoza, associated to the Institute of Spain (2006), of the Academy of Arts and Letters (Portugal), of the Belgian-Spanish Academy of History, and Medal of Honor of the Jagiellonian University of Krakow (2007).
He has been a disciple of architects Eduardo Delgado Orusco (2005), Gerardo Ayala and Marcos Ayala Calvo (2006), José María Fernández-Isla (2007), Emilio Villegas Fuster (2008), and Ángel Valdivieso Frutos (2009). During his professional career, he has managed the construction of the works designed by the architects Luis Maldonado Ramos (current director of ETSA of Madrid), Ignacio Gáraje Rojas (diploma Europa Nostra 1992 and 1995), Enrique Nuere Matauco (Diploma EUROPA NOSTRA 1988), and Pedro Ponce de León Hernández (Diploma EUROPA NOSTRA 1996).
Since 1999, he has been participating in several projects from the Cultural Heritage Conservation Programme from the Fundación Caja Madrid (EUROPA NOSTRA medal 2006): Yuso Monasteries (UNESCO World Heritage Site) and Yuste, Puerta de Toledo de Ciudad Real, San Agustín Church in Talavera de la Reina.
Since 2006 he is a member of the “Fundación Casas Históricas y Singulares” [“Historical and Unique Homes Foundation”], and consultant to La Solana City Hall for the restoration of its historic centre (1996-2012).
He has been an Associate Professor of the Higher Polytechnic School of the Universidad Alfonso X el Sabio, and a regular guest professor for the Construction class at ETSA -Universidad Politécnica de Madrid.
In 2008 he designed and managed the restoration of the main façade of the building on 5, Orellana street in Madrid, with paintings by the artist Jack Babiloni, reopening the debates about public or private property of the exterior part of the buildings, or about the integration of the restorations in the contemporary artistic language.
In view of his professional career, the Ministry of Foreign Affairs of Spain, on behalf of the Head of State, signed his incorporation into the Royal Order of Isabella the Catholic, in December 2003.
Experience as a Project Manager: In 2008 he signed a protocol of intentions with Fundación Caja Madrid for the economic management of the project and work for the Music Palace of Madrid, which mainly encompasses the Anglo-Saxon philosophy of Project Manager, but adapts it to the singularity of the Spanish building process: extended execution management, permanent presence onsite, interdisciplinarity of the management team members (engineering, architecture, and quality control), pre-industrialization of the contemporary architectural elements, and the craft process of the historical finishes.
Between 1996 and 2006, he personally and economically managed the rehabilitation plan of the historic centre, writing its master plan, and the statement of La Solana integral rehabilitation area (Ciudad Real, Spain). This county from La Mancha is in the process of declaring the surroundings of the Center Square as a National Historical Center.
Experience in pre-industrialization and prefabrication: In 2010, a project from “Cabas & Cercós Arquitectos”, 9 temporary and pre-industrialized lodgings for vulnerable groups was selected by the Ministry of Housing for its program of new construction and housing systems.
